This Special Meeting of the Township Council of the Township of Vernon was convened at 5:00 p.m. on November 10, 2022 via Zoom Webinar and in the Vernon Municipal Center, 21 Church Street, Vernon, New Jersey with Council President Patrick Rizzuto presiding.
STATEMENT OF COMPLIANCE
Adequate notice of this special meeting has been provided to the public and the press on November 3, 2022 and was posted on the bulletin board in the Municipal Building in accordance with the Open Public Meetings Act, N.J.S.A. 10:4-7. The purpose of the special meetings will be: nominate a member of the Township Council to fill a vacant seat for an unexpired term of December 31, 2022.
SALUTE TO THE FLAG
Council President Rizzuto led the assemblage in the salute to the flag.
Council President Rizzuto asked for a motion to recess to wait for the Township Attorney to arrive.

ROLL CALL
Present were Council Members Natalie Buccieri, Brian Lynch and Council President Patrick Rizzuto. Also present were Mayor Howard Burrell, Business Administrator Charles Voelker, Municipal Clerk Marcy Gianattasio and Township Attorney Josh Zielinski.
Council Vice President Buccieri asked for a moment of silence in the memory of Barbara Rizzuto.
PUBLIC COMMENTS (For Current Agenda Items Only, Limited to 3 Minutes Per Person)
Council President Rizzuto asked for a motion to open the meeting to Public Comments.

Mark Heftler – Highland Lakes, thanked the Council for considering him for the vacant Council seat.
See no other members of the public wishing to comment, Council President Rizzuto asked for a motion to close the meeting to the public.

APPOINTMENT TO THE VERNON TOWNSHIP COUNCIL
Resolution #22-258: Resolution Appointing to the Vernon Township Council for an Unexpired Term Ending December 31, 2023.
Council President Rizzuto asked if there were any nominations to the Vernon Township Council.
Council Member Lynch made a motion to nominate Joe Tadrick. Seconded by Council Member Buccieri.

Council President Rizzuto asked if there were any other nominations.
Seeing no other nominations, Council President Rizzuto asked for a motion to bring the nomination of Joe Tadrick forward.

RESOLUTION #22-258
RESOLUTION APPOINTING TO THE VERNON TOWNSHIP COUNCIL FOR AN UNEXPIRED TERM ENDING DECEMBER 31, 2023
WHEREAS, Councilman Harry Shortway was elected to the Council of the Township of Vernon and sworn into office on January 1, 2020 for a four-year term; and
WHEREAS, on October 14, 2022 Councilman Shortway resigned from the Council of the Township of Vernon; and
WHEREAS, the resignation of Councilman Shortway has created a vacancy on the Council of the Township of Vernon (“Vacancy”); and
WHEREAS, Joseph Tadrick has been determined to be qualified to hold the office of Township Council Member; and
WHEREAS, pursuant to N.J.S.A. 40A:16-5(a) and N.J.S.A. 40A:16-7, a vacancy in the office of Council Member is filled by a majority vote of the remaining members of the Council.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Township of Vernon that:
1. Joseph Tadrick is hereby appointed as a Council Member to fill the vacancy on the Council of the Township of Vernon created by the resignation of Councilman Shortway and shall serve the unexpired term of Councilman Shortway of December 31, 2023.
2. This Resolution shall take effect immediately upon adoption according to law.
Attorney Zielinski administered the Oath of Office to Joseph Tadrick.
COUNCIL COMMENTS
Council Member Buccieri had no comments
Council Member Lynch had no comments.
Council Member Tadrick thanked the Council for their support and faith and he will use the best of his ability to do the best he can.
COUNCIL PRESIDENT COMMENTS
Council President Rizzuto thanked everyone for their gestures of condolences to him and his family.
ADJOURNMENT
At 5:27 pm Council Member Lynch made a motion to adjourn the meeting. Seconded by Council Member Buccieri.
