VERNON
TOWNSHIP ORDINANCE #03-39
AN ORDINANCE AMENDING THE ADMINISTRATIVE CODE OF THE TOWNSHIP
OF VERNON TO CREATE A COMMUNITY DEVELOPMENT DEPARTMENT
BE
IT ORDAINED, by the Township Council of the Township of
Vernon, County of Sussex and State of New Jersey as follows:
1.
ARTICLE 14 of the Vernon Township Administrative Code,
which is currently reserved, shall hereby be titled the
Department of Community Development and shall read as
follows:
14.1.1
Establishment; Community Development Director as head.
There is hereby established a Department of Community
Development, the head of which shall be the Community
Development Director.
14.1.2
Organization of the Department
(a) Division of Community Development
(b) Reserved
14.1.3
Division of Community Development: Duties
The Community Development Director, subject to the direction
and supervision of the Township Manager, shall serve as
professional advisor and staff of the Division and shall:
(a) Assist the Office of the Township Manager with the
development and administration of township projects and
transactions.
(b) Research and propose special funding through grants
and other practicable sources for the good of the township.
(c) Prepare and submit project and management operating
reports and associated expenditures and budgets related
to township projects and transactions.
(d) Under the direction of the Township Manager, establish
administrative procedures to ensure maximum service is
provided at reasonable cost.
(e) Disseminate information on programs, both internally
and to other agencies and interested parties.
(f) Stimulate public interest in community development,
including the organization, philosophy, and objectives
of community development programs and projects to other
agencies and the community.
(g) Assist the Township Manager in the formulation of
mechanisms for improved coordination and program design
regarding community development.
(h) Perform other related duties as requested by the Township
Manager.
(i) Maintain and organize appropriate records and files
for projects assigned by the Office of the Township Manager.
2. If any article, section, subsection, term or condition
of this ordinance is declared invalid or illegal for any
reason, the balance of this Ordinance shall be deemed
severable and shall remain in full force and effect.
3. All ordinances or parts of ordinances or resolutions
that re in conflict with the provisions of this Ordinance
are repealed to the extent necessary.
4. This Ordinance shall take effect after publication
and passage according to law.
NOTICE
NOTICE
IS HEREBY GIVEN that the above ordinance was introduced
and passed on first reading at the Regular Meeting of
the Township Council of the Township of Vernon in the
County of Sussex, State of New Jersey held in the Municipal
Building on November 10, 2003 and the same came up for
final passage at the Regular Meeting of the Township Council
held on November 24, 2003, at which time, after persons
interested were given an opportunity to be heard concerning
said ordinance, the same was passed and will be in full
force in the Township according to law.
