TOWNSHIP ORDINANCE #03-06
AN ORDINANCE AMENDING, IN PART, ORDINANCE # 02-12 ESTABLISHING
TOWNSHIP FEES AND ESCROWS
BE
IT ORDAINED, by the Township Council of the Township of
Vernon, County of Sussex, State of New Jersey that Section
8. Building fees and escrows shall be amended as follows:
1.
The fee for Plan Review shall be 20% of the Construction
Permit.
2. The basic construction fee shall be the sum of the
parts computed on the basis of the volume or cost of construction,
the number of plumbing fixtures and pieces of equipment,
the number of electrical fixtures and devices and the
number of sprinklers, standpipes and detectors at the
unit rates provided herein plus any special fees.
3. BUILDING SUBCODE
A. New Construction
Per cubic foot for all use groups $.032
Per cubic foot for structures on farms, including commercial
farm buildings under N.J.A.C. 5:23-3.2 (d), used exclusively
for the storage of food or grain, or the sheltering of
livestock, with the maximum fee for such structures on
B. Renovations, Alterations and Repairs
Per $1,000 of estimated cost of work 26.00
C.
Additions
Fee per cubic foot for the added portion shall be computed
on the same basis as for new construction.
D.
Fee for combination renovations and additions shall be
computed as the sum of the fees computed separately in
accordance with B & C above.
E.
Reshingle or Reside R-3 or R-4 structure 50.00
E. Minimum 50.00
4. ELECTRIC SUBCODE
Fees shall be in accordance with N.J.A.C. 5:23-4.20
A. Receptacles and Fixtures - 1st to 50 -- 50.00
Each additional 25 -- 10.00
B.
Motors and Electrical Devices of 1hp
Up to 10 hp -- 25.00
Up to 50 hp -- 65.00
Up to 100 hp -- 125.00
Larger than above -- 550.00
C.
Transformers and Generators over 1kw
Up to 10.0 kw -- 25.00
Up to 45.0 kw -- 65.00
Up to 112.5 kw -- 125.00
Larger than above -- 550.00
D.
Services Panels, Entrances, and Subpanels
Up to 200 amps -- 65.00
Up to 1000 amps -- 125.00
Larger than above -- 550.00
E. Private swimming pool, hot tub or fountain shall be
a flat fee of 65.00
F.
Minimum fee 50.00
5. PLUMBING SUBCODE
A. Per fixture, appliance or stack connected to the plumbing
system and for each appliance connected to the gas or
oil piping system except as indicated in B & C 25.00

7. ELEVATORS OR ESCALATORS
Each elevator fee shall be in accordance with N.J.A.C.
5:23-12.
8. CERTIFICATES AND OTHER PERMITS
A. Certificate of Occupancy
The fee for R-3, R-4, U & commercial farm structures shall
be 10% of the new construction permit fee with a minimum
of 10.00
All
other structures shall be 10% of new construction permit
fee with a minimum of 50.00
Change
of Use -- 125.00
Continued
Certificate of Occupancy -- 125.00
Letter
stating that no Certificate of Continued Occupancy is
required -- 10.00
The fee for the first issuance and the renewal of a Temporary
Certificate of Occupancy shall be 30.00
Exceptions: -There shall be no fee for the first issuance
of the Temporary Certificate of Occupancy Provided the
Certificate of Occupancy fee was paid at that time. Where
a written request for a Temporary Certificate of Occupancy
is made for reasons other then uncompleted work covered
by the permit (i.e., prior approval) no renewal fee shall
be charged.
B. Other Permits
(l) Demolition or Removal Permit
(a) Each building or structure -- 150.00
(b) R-3 & R-4 <5000 Sq. Ft. -- 100.00

Swimming Pool
(a) All R-3, R-4 -- 80.00
(b) All other Use Groups -- 200.00
(2)
Sign Permit
(a) Each square foot computed on one side only for double-
faced signs -- 2.00
(3)
Fence (over 6' in height) -- 50.00
(4)
Tents in excess of 900 sq. ft. or more than 30 feet in
any direction -- 100.00
(5) Asbestos Abatement in accordance with N.J.A.C. 5:23-8.9
(6) Lead Hazard Abatement in accordance with N.J.A.C.
5:23-4.20
9.
APPLICATION FOR VARIATION
Class III Structure $ 50.00; resubmission 50.00
Class II Structure $120.00; resubmission 65.00
Class I Structure $594.00; resubmission 229.00
10. PERIODIC INSPECTIONS
Fees for periodic reinspection of equipment and facilities
granted a Certificate of Compliance for a specified duration
as required by N.J.A.C. 5:23 and shall be in accordance
with N.J.A.C. 5:23 4:20.
11.
MECHANICAL INSPECTIONS
A. Fees for replacement or new installation of:
(1) Wood or gas fired stove or fireplace, water heater,
boiler, furnace, air conditioning unit, pool heater, oil
and propane tanks, oil or gas lines in existing R-3/R-4
structures shall be 75.00
(2) For Second Device on same permit -- 50.00
12.
ANNUAL PERMITS
Fees shall be in accordance with N.J.A.C 5:23-4.20.
13.
TOWNSHIP SURCHARGE
For inspections done by private onsite agency 15%
14. DCA TRAINING FEE
Fees shall be in accordance with N.J.A.C. 5:23-4.19.
15.
ALL FEES CAN BE ROUNDED OFF TO THE NEAREST DOLLAR

THIS ORDINANCE SHALL BECOME EFFECTIVE UPON FINAL PASSAGE
AND PUBLICATION ACCORDING TO LAW.
BE
IT FURTHER ORDAINED as follows:
1. All ordinances or parts of ordinances or resolutions
that are in conflict with the provisions of this Ordinance
are repealed to the extent necessary.
2. If any article, section, subsection, term or condition
of this Ordinance is declared invalid or illegal for any
reason, the balance of the Ordinance shall be deemed severable
and shall remain in full force and effect.
3. The Township Clerk is hereby directed to give notice
at least ten days prior to the adoption of this Ordinance
to the County Planning Board and to all other persons
entitled thereto pursuant to NJSA 40:55D-15 and NJSA 40:55D-63
(if required). Upon the adoption of this ordinance after
public hearing thereon, the Township Clerk is further
directed to publish notice of the passage thereof and
to file a copy of the Ordinance as finally adopted with
the Sussex County Planning Board as required by NJSA 40:55D-16.
The Clerk shall also forthwith transmit a copy of this
Ordinance after final passage to the Township Tax Assessor
as required by NJSA 40:49-2.1.
4.
This Ordinance shall take effect after publication and
passage according to law.
NOTICE
NOTICE
IS HEREBY GIVEN that the above ordinance was introduced
and passed on first reading at the Regular Meeting of
the township Council of the Township of Vernon in the
County of Sussex, State of New Jersey held in the Municipal
Building on February 10, 2003 and the same came up for
final passage at the Regular Meeting of the Township Council
held on March 10, 2003, at which time, after persons interested
were given an opportunity to be heard concerning said
ordinance, the same was passed and will be in full force
in the Township according to law.
