VERNON TOWNSHIP ORDINANCE #03-05

AN ORDINANCE AMENDING THE ADMINISTRATIVE CODE OF VERNON TOWNSHIP TO CREATE A PERSONNEL DEPARTMENT

BE IT ORDAINED, by the Township Council of the Township of Vernon, County of Sussex and State of New Jersey as follows:;

1. ARTICLE 13 of the Vernon Township Administrative Code, which is currently reserved, shall hereby be titled the Department of Personnel and shall read as follows:

13.1.1 Establishment; Personnel Administrator as head.

There is hereby established a Department of Personnel, the head of which shall be the Personnel Administrator.

13.1.2 Organization of the Department
(a) Division of Personnel
(b) (Reserved)

13.1.3 Division of Personnel: Duties

The Personnel Administrator, subject to the direction and supervision of the Township Manager, shall serve as professional advisor and staff of the Division and shall:

(a) Develop, administer, and evaluate all recruitment and training programs.

(b) Assist the Office of the Manager with the administration of all pension funds and programs of the township and retirements thereto.

(c) Assist the Office of the Manager with the administration of all matters pertaining to health benefits, group life insurance and worker's compensation coverage for all township officials and employees.

(d) Maintain and administer the personnel policies of the township.

(e) Assist the Office of the Manager with the administration of an employee disciplinary action system, affirmative action, and grievance procedures and hearings.

(f) Assist and advise the Township Manager, if so requested, with collective bargaining negotiations and labor relations of the township.

(g) Assist and advise the Township Manager, if so requested, in the interviewing and employee evaluation process.

(h) Develop and administer employee development programs, workshops, and activities, independently and at the request of the Township Manager, as needed to maintain a supportive and productive work environment.

(i) Develop, administer, and perform other personnel related duties as requested by the Manager.

(j) Assist and advise all employees with regard to personal or work related issues which are not conductive to a supportive and productive work environment.

(k) Assist in the maintenance of the central payroll system and all social security, pension and insurance records required for township personnel.

CROSS REFERENCE. For general functions and duties of the treasurer with regard to payroll; Article 7 of this chapter, Department of Finance, Section 2-7.11.

2. If any article, section, subsection, term or condition of this ordinance is declared invalid or illegal for any reason, the balance of the Ordinance shall be deemed severable and shall remain in full force and effect.

3. All ordinances or parts of ordinances or resolutions that are in conflict with the provisions of this Ordinance are repealed to the extent necessary.

4. This Ordinance shall take effect after publication and passage according to law.

NOTICE

NOTICE IS HEREBY GIVEN that the above ordinance was introduced and passed on first reading at the Regular Meeting of the township Council of the Township of Vernon in the County of Sussex, State of New Jersey held in the Municipal Building on February 10, 2003 and the same came up for final passage at the Regular Meeting of the Township Council held on March 10, 2003, at which time, after persons interested were given an opportunity to be heard concerning said ordinance, the same was passed and will be in full force in the Township according to law.
