An ordinance to establish a maximum rate of compensation for elected officials in the Township of Vernon

WHEREAS, the Township of Vernon desires to aggressively investigate potential savings in its operations budget; and

WHEREAS, any investigation into potential savings should be accomplished through a balanced study of all aspects including present and future costs, maintenance of acceptable levels of service, and the health, safety, and welfare of the residents.

BE IT ORDAINED, by the Township Council of the Township of Vernon, in the County of Sussex and State of New Jersey as follows:

Section 1. Salary ranges for elected officials of the Township of Vernon.

Administration—Elected Officials

Section 2. The administration of policies, salaries, wages, compensation, and benefits established by this ordinance shall be the responsibility of the governing body and shall be implemented in accordance with the adopted budget and with such other policies, rules, and regulations as may be adopted from time to time by the governing body. For combined positions, the full time salary shall be pro-rated based on the job responsibilities, but shall not exceed the maximum salary for the lead position. Elected officials shall not be eligible for overtime or other compensation or benefits.

Section 3. In the event any position becomes vacant, any replacement may be appointed in accordance with law or ordinance within the above designated ranges.

Section 4. The authorized number of positions shall be established by the government charter or as otherwise provided by statute or official action of the Township Council.

Section 5. This ordinance shall provide for salaries beginning July 1, 2011 for all elective officials active on the date of this ordinance.

Section 6. All ordinances or parts of ordinances or resolutions that are in conflict with the provisions of this ordinance are repealed to the extent necessary.

Section 7. If any article, section, subsection, term or condition of this ordinance is declared invalid or illegal for any reason, the balance of the ordinance shall be deemed severable and shall remain in full force and effect.

Section 8. The provisions of this ordinance shall be effective upon final adoption by the governing body and in accordance with the law.
