Minutes: October 26, 2006

Meeting was called to order by Donna Wilson at 7:28 p.m.

Statement of Compliance

The following statement of compliance was read by Donna Wilson. Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 has been forwarded to the New Jersey Herald and published on February 3, 2006. Notice is also posted on the bulletin board and filed with the office of the Township Clerk.

Roll Call of Members

The roll call of members was called and Dolores Dobbs, Dick Wetzel, Charles Bates, Charles Blessing, Christopher Hanke, and Donna Wilson answered the call.

Approval of Minutes

Christopher Hanke made a motion to approve the September 28, 2006; Dolores Dobbs seconded the motion.

Meeting Opened to the Public

No members of the public were present.

Resolution for Historic Designation of the Vernon School, Now Known as the Board of Education Building

Charles Blessing made a motion to memorialize the resolution for historic designation of the Vernon School, now known as, the Board of Education building; Dolores Dobbs seconded the motion. All present were in favor.

Charles Bates, yes; Charles Blessing, yes; Dolores Dobbs, yes; Christopher Hanke, yes; Dick Wetzel, yes; Donna Wilson, yes.

Old Business

Status of Denton-Wallace House

Charles Blessing reported that the planning board voted at their October 25, 2006 meeting to amend the Master Plan. It will now be forwarded to the town attorney and then to the town council.

Status of Baxter Homestead

Charles Blessing and Donna Wilson reported the property is now a landmark by ordinance. Donna Wilson will request a copy of the ordinance to forward to the owner.

Historic Landmark Nominations List

The HPC reviewed the status report prepared in 1999 and discussed the current status of the listed properties.

Historic Cemeteries

Donna Wilson reported that she notified Don Teolis that West Milford designates cemeteries using an “HC” identification due to the lack of lot and block identifications. To date, Don Teolis has not responded whether or not Vernon can use an “HC” identification.

Status of Photo/Card Review

Charles Blessing reported to the HPC that the historic listing has been compared with the tax assessor’s listing for current owners, lot and block identifications, mailing addresses, etc. However, the tax assessor’s information is a year old and transfers of ownership may not be current to date. Donna Wilson will ask Don Teolis how to properly update the historic listing if the tax information is only updated once annually.

Charles Blessing brought up the question of who will update the listing once it is a public record.

Status of County Sign at St. Thomas Church

To be carried to the next meeting.

New Business

Town Council Liaison

Charles Blessing reported that he requested the town council appoint a liaison to the HPC.

Application Review

PB #11-06-16: Thomas Welch—Minor Site Plan—Block 81, Lot 2.07

HPC agreed the application does not create historic impact.

ZB #10-06-17: Sally Rinker—Use Variance, Preliminary and Final Major Subdivision

The HPC agreed the application requires further investigation. A potentially historic structure is located in the vicinity.


There being no further items of business for the Regular Meeting, a motion was made by Dick Wetzel to adjourn the meeting; Dolores Dobbs seconded the motion. The regular meeting of the Vernon Township Historic Preservation Commission was adjourned at 9:22 p.m.
