Mr. Bates called the meeting to order at 7:17 p.m.

Statement of Compliance

Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 had been forwarded to the New Jersey Herald on January 21, 2010, and published on February 10, 2010. Notice is also posted on the bulletin board and filed with the office of the Township Clerk.

March 18, 2010, Regular Meeting Minutes

Motion: Mr. Hanke made a motion to approve of the minutes. Mr. Cantaldi seconded the motion. All were in favor.

Old Business

Economic Development Advisory Committee

Mr. Wetzel reported that Mr. Bozma of the EDAC will be addressing the Town Council to suggest providing uniform fee information to people interested in starting a business in town.

The EDAC will have a video soon on their website.

Shop Rite is looking again to come into Town for the 6th and last time at a location across the street from the Town Hall. Rev. Solon advised that there may be historical significance to that property.

Friendly’s is no longer able to come into the RJ Mars building as there are no sewers.

The EDAC are working on procuring billboards to promote local businesses in key areas in Bergen County and near the Staten Island bridge area. An undisclosed party, not Derek Jeter, is interested in Camp Vernon for a sports camp. A new business headed by John Bozma is coming into town—solar panels.

Continuing Status of Preservation of Cemeteries

Mr. Cantaldi and Ms. Cheadle reported that they have 6 applications completed. Ms. Davis agreed to find out the historic landmark designation zoning code. She subsequently emailed the zoning office for that information. Mr. Hanke reviewed some of the research that Ms. Kadish had done through the Historical Society regarding 9 Indian and Slave cemeteries in the Township of Vernon. Also Ms. Kadish has information on 19 private family cemeteries. The research included a partially completed ordinance to protect these cemeteries.

Charles Bates thanked Mr. Cantaldi and Ms. Cheadle for their efforts on this project and asked if they were going to continue working on further applications. They advised that they will continue after the summer when the brush dies off. Mr. Cantaldi mentioned that Ms. Kadish’s help with this project was invaluable.

Rev. Solon, St. Thomas Episcopal Church, advised that the Executive Committee of the church would like to repair the broken headstones on their side of the cemetery. He asked if they would need permission to proceed. Mr. Bates advised that when headstones were damaged in an auto accident at the Methodist Church, permission was not requested from the Town to repair/replace them.

Status of Mastodon Lake Marker

As a matter of information, Mr. Bates advised that 4 weeks ago he met with Mr. Hanke, Mr. Pullis and Ms. Driscoll (owner) at the property site regarding where the historical marker should be placed. Since, Mr. Bates received notification from Ms. Driscoll that she informed her lawyer of all the verbal plans discussed and he indicated that since this was a “change in the deed to the property” that something would need to come from the Town indicating the deed change and that this will cost money to change the deed. Mr. Bates advised her that a deed change was not needed as the property had been memorialized between 10-15 years ago and all the HPC wants to do now is physically recognize the site with a marker.

Note: The recording device stopped at this point. The computer showed an error message and approximately 30 minutes of recording were lost.

High Breeze Farm Update

Mr. Bates advised that the application was approved in March 2010, by the Town Council.

Master Plan Update

Ms. Caldwell, the LUB Planner, has subsequently included the information provided to her into the draft Master Plan.

Status of Burnt House Hill Application

Ms. Gunn Kadish was not present tonight for an update.

Budget for 2010

The HPC asked for a budget of $2,000.00 for 2010.

New Business

Discussion on Prioritizing the 250 Other Structures for Application for Memorialization
