Minutes: June 28, 2007

Meeting was called to order by Donna Wilson at 7:19 p.m.

Statement of Compliance

The following statement of compliance was read by Donna Wilson. Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 has been forwarded to the New Jersey Herald and published on February 5, 2007. Notice is also posted on the bulletin board and filed with the office of the Township Clerk.

Roll Call of Members

The roll call of members was called and Charles Bates, Charles Blessing (arrived 7:35 p.m.), Sharon Cheadle, Dick Wetzel, Christopher Hanke, and Donna Wilson answered the call.

Approval of Minutes

Charles Bates made a motion to approve the May 24, 2007 minutes as amended; Christopher Hanke seconded the motion.

Meeting Opened to the Public

No members of the public were present.

Old Business

Status of Board of Education Building

Charles Blessing advised he attended the PB meeting and the Board of Education stated that they remain neutral concerning the designation of the Board of Education building. Fred Suljic recommended to the PB that he write a letter to the Board of Education asking them to clarify their position.

Charles Blessing recommended when the historic designation resolution comes before the PB for vote, the HPC should appear together to voice their opinion.

Status of Longwell/Drew Cemetery

Charles Blessing advised the resolution has PB approval and is being forwarded to the town council.

Status of Sign at St. Thomas Church

Donna Wilson advised the repair kit is on order.

2007 HPC Budget

Charles Blessing reported that Glenn McLaughlin advised the HPC budget has been approved for $2,500.00. The HPC agreed to request a copy of the budget.

Cemetery List

The HPC discussed dividing the list of cemeteries between the members for the purposes of research and completion of historic designation applications.

New Business

Nominations for the 2007 Sussex County Planning Award

Dick Wetzel suggested the HPC nominate the Historical Society’s cemetery restoration project. Donna Wilson will draft a nomination letter.

E2 Project Management LLC re: Cellco d/b/a Verizon Wireless

The HPC received request to review historic impact caused by the proposed construction of a cell tower at 3 Silver Spruce Drive, Vernon. The HPC agreed the project would not create historic impact.

Application Review

PB #8-07-9: Susan Kubie—Minor Subdivision

The HPC agreed the subdivision will not create significant historic impact.

The HPC further agreed to request notification of any proposed changes to the existing structure on the adjacent lot.

PB #7-07-8: John Rich—Minor Subdivision with a Lot Line Relocation

The HPC agreed the application does not create significant historic impact.

PB #7-05-7: JD Vernon Lodge & Inn, LLC—Revised Site Plan

The HPC agreed the application does not create significant historic impact.

PB #5-07-6: Top of Vernon—Revised Site Plan

The HPC agreed the application does not create significant historic impact.

PB #5-07-5: Edward Talmo, The Cedars @ Black Creek Reserve—Maintenance Plan for Storm Water Structures, Drainage Report and Revised Site Plan

The HPC agreed the application does not create significant historic impact.

ZB #5-07-8: Bruce Zaretsky—Storm Water Manangement & Revised Plans and Existing & Proposed Drainage Plan

The HPC agreed the application does not create significant historic impact.

Photo Review

The HPC reviewed and discussed photos of properties eligible for historic designation.

Adjournment

There being no further items of business for the Regular Meeting, a motion was made by Donna Wilson to adjourn the meeting; Charlie Blessing seconded the motion. The regular meeting of the Vernon Township Historic Preservation Commission was adjourned at 10:02 p.m.
