Minutes: January 25, 2007

Meeting was called to order by Donna Wilson at 7:52 p.m.

Statement of Compliance

The following statement of compliance was read by Donna Wilson. Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 has been forwarded to the New Jersey Herald and published on February 3, 2006. Notice is also posted on the bulletin board and filed with the office of the Township Clerk.

Roll Call of Members

The roll call of members was called and Charles Bates, Dick Wetzel, Andrew Borsiuk, Charles Blessing, Dolores Dobbs, Christopher Hanke, and Donna Wilson answered the call.

Open Meeting to Public

No members of the public present.

Approval of Minutes

Charles Bates approved the December 28, 2006 minutes as amended; Christopher Hanke seconded the motion.

Old Business

Status of the Board of Education Building Resolution

Charles Blessing advised that the resolution is currently with Fred Suljic.

Status of Denton-Wallace House Ordinance

Charles Blessing advised the ordinance is to be placed on the town council agenda for a second reading.

Outline of Historic Designation Procedure

Charles Blessing distributed an outline he drafted describing the steps of historic designation. As described in the outline, a typical time frame for historic designation is approximately 7 to 9 months.

Longwell/Drew Cemetery Resolution

Charles Bates advised that the tax assessor’s office has created a lot and block identification for the cemetery.

Charles Bates made a motion to amend the Longwell/Drew resolution to include the lot and block identification; Christopher Hanke seconded the motion. All present were in favor.

Designation of Cemeteries

Donna Wilson advised that Jessi Paladini informed her of recent cemetery restoration projects conducted by the Historic Society with the help of Bob Longcore. Donna Wilson suggested the HPC work can work in conjunction with the Historic Society by submitting historic designation resolutions for the cemeteries as they are restored. Donna Wilson requested the Historic Society schedule the Longwell/Drew Cemetery next on the restoration list.

Donna Wilson will invite Bob Longcore to attend the next HPC meeting to discuss township cemeteries.

Kelly House

Christopher Hanke advised the recent Sunday NJ Herald included an article written by Jennie Sweetman regarding the Kelly House on Route 94. Andrew Borsiuk will contact the owner regarding historic designation.

Status of Photo/Card Review

Charles Blessing advised that Ron Dupont reviewed the HPC’s historic list and made note of the properties that can be found in his book, Images of Vernon. Photos from the book are currently being scanned to be included in the HPC’s list.

Charles Blessing further advised he is preparing a copy of the HPC list for the Historic Society to review and make comment.

Charles Bates offered to research lot and block identifications on a few of the properties in the tax assessor’s office.

Charles Blessing asked the HPC to consider how much information should be included when the HPC list is published on the Vernon web. Should the present owner’s name be included?

2007 HPC Budget

Donna Wilson reported she spoke with Mayor Janet Morrison and Mayor Morrison advised that she is 100% in support of the HPC and she will request that the HPC budget include funds for the marker program.

Status of County Sign at St. Thomas Church

Donna Wilson reported she will contact the county marker program regarding the correction on the sign at St. Thomas Church.

New Business

Historic Farmland

Dolores Dobbs asked if anyone had information regarding historic farm designation, specifically for the Ricky Farm.

The HPC explained the corridor from the Ricky Farm through the Barrett House is protected from development by Green Acres and the Highlands Act.

Dolores Dobbs will speak to Mr. Ricky about historic designation of his house.

Stewart House

Charles Blessing advised he researched the Phase I mitigation which took place last summer. The mitigation was conducted by the state in connection with the road construction on Route 94. The mitigation information will be available through the New Jersey Cultural Resources Department. The HPC is on the mailing list to receive a copy of the report when completed. Charles Blessing was informed that any artifacts found will be the property of Mountain Creek.

Kadish House

Charles Blessing asked if anyone has discussed historic designation with Mr. and Mrs. Kadish. Donna Wilson advised that the Kadishes are considering the idea.

Application Review

PB #11-06-15: Top of Vernon Corp.—Preliminary Major Subdivision

The HPC agreed the application does not create significant historic impact.

PB #1-07-1: Mountain Creek—General Redevelopment Plan

The HPC made note of the proposed new location of the Stewart House. The HPC agreed the overall plan has no historic significance other than the relocation of the Stewart House. The HPC would like to be notified of the date and permitted access to the property during excavation of the property around the Stewart House.

It is the understanding of the HPC that the owners are committed to saving the Stewart House.


There being no further items of business for the Regular Meeting, a motion was made by Christopher Hanke to adjourn the meeting; Charles Bates seconded the motion. The regular meeting of the Vernon Township Historic Preservation Commission was adjourned at 9:52 p.m.
