Minutes: August 24, 2006

Meeting was called to order by Donna Wilson at 7:42 p.m.

Statement of Compliance

The following statement of compliance was read by Donna Wilson. Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 has been forwarded to the New Jersey Herald and published on February 3, 2006. Notice is also posted on the bulletin board and filed with the office of the Township Clerk.

Roll Call of Members

The roll call of members was called and Charles Bates, Charles Blessing, Andrew Borsiuk, Dolores Dobbs, Dick Wetzel, and Donna Wilson answered the call.

Donna Wilson advised that the town clerk is uncertain what positions are currently held by Dolores Dobbs and Charles Blessing. Their current member positions must be clarified before reappointing each in order to fill the vacancy due to Henry Capro’s resignation.

Further, the town clerk has advised that a resignation letter is required from Henry Capro. Donna Wilson advised that due to Henry Capro’s illness she will forward a letter as chairperson to the town advising of the resignation.

The HPC discussed whether the HPC secretary can be a member of the HPC. Charles Blessing suggested Donna Wilson e-mail Don Teolis and request his interpretation of the ordinance regarding the HPC secretary’s ability to be a member.

Historical Society Liaison Report

Donna Wilson explained that at the request of the Historical Society, the Historical Society Liaison Report has been removed from today’s agenda and all future agendas until further notice. If at a future date the Historical Society would like a liaison to the HPC, they will appoint a liaison.

Approval of Minutes

Andrew Borsiuk made a motion to approve the July 27, 2006 minutes as amended; Charles Blessing seconded the motion.

Meeting Opened to the Public

No members of the public were present.

Old Business

Denton-Wallace House Resolution

No activity. Planning board meeting was cancelled.

Baxter Homestead Ordinance

No activity. Planning board meeting was cancelled.

Status of Photo/Card Review

Charles Blessing reported approximately twenty photos required lot and block identification. Dolores Dobbs volunteered to research the lot and block identifications.

County Sign at Saint Thomas Church

To be carried to the September agenda.

Public Notice Publishing Fees

The HPC discussed whether or not applicants for historic designation should pay the public notice publishing fee or if the fee should be paid from the HPC budget.

Dick Wetzel made a motion that publishing fees for public notices of historic designation hearings are to be paid from the HPC budget; Charles Bates seconded the motion.

Charles Bates, yes; Charles Blessing, no; Andrew Borsiuk, no; Dolores Dobbs, yes; Dick Wetzel, yes; Donna Wilson, yes.

New Business

Board of Education Building

Charles Bates and Dick Wetzel proposed that the Board of Education building meets the historical standards of a building in use since the early 1900s and a building which served as an early school in Vernon. The HPC agreed to publish a public notice and notify the school board via certified mail of a public hearing at the September HPC meeting regarding historic designation of the Board of Education building.

Cope Home

Charles Blessing reported that he visited the home of Elaine Cope on Jonas Evans Lane to determine if historic designation should be pursued. Charles Blessing recommended the HPC not pursue designation at this time. The family is planning on constructing an addition and designation may hinder the construction. Historic designation may pursued after completion of the addition.

Hatch Mott MacDonald’s Request for Assistance Locating Historical Sites in the Vicinity of the Proposed Sewer Project

The HPC agreed the site map supplied was insufficient to determine if historic sites are in the vicinity of the project. The HPC agreed to request further information before making a determination.

Stewart House

Charles Blessing reported that Phase I Mitigation is currently taking place at the Stewart House.

West Milford Seminar

Charles Blessing reported that Donna Wilson and he attended the West Milford seminar which included a presentation by Sussex County Historian, Wayne McCabe, on how to review historic site plans.

Charles Blessing spoke to the HPC about obtaining CLG Status (Certified Local Government Status).

Application Review

PB #9-06-11: Sally Rinker—Preliminary & Final Site Plan

The HPC agreed the application does not create significant historic impact.

PB #8-06-10: Mountain Creek—Revised Plans for Preliminary Major Site Plan & Preliminary Major Subdivision

The HPC agreed that application does not create significant historic impact, except to the Stewart House. The HPC further agreed the plans indicate the Stewart House will be relocated across the street.

PB #9-06-12: GDS Enterprises, Vernon Center LLC—Concept Site Plan

The HPC agreed the application does not create significant historic impact.

PB #6-06-8: Crystal Springs Builders LLC—Revised Major Site Plan & Environmental Impact Statement

The HPC agreed the application does not create significant historic impact.

PB #9-03-14: Vest-In-Land—Revised Final Subdivision

The HPC agreed the application does not create significant historic impact.


There being no further items of business for the Regular Meeting, a motion was made by Andrew Borsiuk to adjourn the meeting; Charles Bates seconded the motion. The regular meeting of the Vernon Township Historic Preservation Commission was adjourned at 9:56 p.m.
