The following schedule of fees was originally adopted by the township council in June of 2002. It has been excerpted from Chapter 250 (Article II: Fees and Escrows Enumerated) of the township’s code maintained externally at the Coded Systems LLC website.

Users seeking non-profit rates must provide a copy of 501(c)(3) status.
Program fees are covered by the advertised program and vary depending on anticipated or actual expense and the level of participation. Non-residents may participate in programs at the cost of the program fee plus 20%.
Sports groups sanctioned by the Vernon Recreation Department and Vernon school athletics shall be exempt from field usage and lighting charges during their sanctioned season as determined by the Vernon Recreation Department. Activities run by the township are exempt.

Basic construction fee.
The fee to be charged shall be the sum of the parts computed on the basis of the volume or cost of construction, the number of plumbing fixtures and pieces of equipment, the number of electrical fixtures and devices and the number of sprinklers, standpipes and detectors at the unit rates provided herein plus any special fees.

There shall be a fee of $50.00 per hour for review of any amendment or change to a plan that has already been released (rounded up to the hour).
Hourly charges and fees for development-wide inspections of homes after issuance of a certificate of occupancy to ascertain whether a violation exists or to verify that any work performed has abated the violation shall be twice the hourly cost of operations as certified by the Chief Financial Officer using a formula of total expenditures plus 12% for indirect costs divided by employees weekly hours, as per N.J.A.C. 5:23-4.17(d).

Concept plans.
If the application for development is filed within six months of the concept plan, full credit for the concept fees will be applied. After six months, the full application and escrow fees apply.
Amended plans.
If filed within six months of the application for development, 1/2 of the application and escrow fees. After six months, full application and escrow fees apply.
Lot development plan review.
Vernon Township shall provide for soil erosion inspections and enforcement, which was previously handled by Sussex County Soil Conservation Office. The fee for such services shall be $250.00, which shall be added to the current fee of $450.00 for a total of $700.00. This fee shall apply to new single-family residential development only.
Soil removal:
Upon application for a permit pursuant to the provisions of Chapter 483, Soil Removal, the applicant shall pay a fee to cover the costs of the initial review of the proposed soil removal operation in the amounts as follows:
Where the permit applied for is for the removal of less than 2,000 cubic yards during the first year $600.00
Where the permit applied for is for the removal of more than 2,000 cubic yards during the first year $900.00
In addition to the application fees provided herein, the applicant shall pay a review fee escrow deposit in an amount equal to 1/2 of the application fee, to be used to pay actual expenses of the township for review of the application by the land use board’s attorney, engineer and planner.

Marriage and civil union fees, reimbursements and procedures:
A person who is married or joined in a civil union by an authorized official of the township, as established by N.J.S.A. 37:1-13 et seq., shall pay a fee according to the following schedule. An administrative fee of $25.00 shall be paid in addition to the fee. All fees shall be paid to the Township of Vernon prior to the ceremony and shall be deposited in the current fund of the township.

Geographic Information System
The Township of Vernon hereby establishes the following fees for the purpose of instituting a Geographic Information System (GIS), which shall provide parcel-based mapping, locational data, information resources and property information for use by the township and the general public:

Reoccupancy review and inspection; violations and penalties
A fee of $25.00 per application is hereby established for the purpose of reoccupancy checklist review and inspection by township personnel for all real property reoccupancy transactions in the Township of Vernon by sale, lease or otherwise. Said review and inspection shall include property maintenance, compliance with township ordinances and consistency of structure to tax assessor records and building department records. Commercial premises shall comply within 30 days of reoccupancy for the purpose of registering new businesses with the Vernon Police Department and Department of Fire Prevention.
An additional fee in accordance with N.J.A.C. 5:70-2.9(d) shall be collected for the purpose of inspecting single- and two-family residential structures for smoke detector and carbon monoxide alarm compliance prior to reoccupancy as required by N.J.A.C. 5:70-2.3(a).
A penalty of $100.00 is hereby established for all premises other than one- and two-family residential homes that fail to comply with this section. Said penalty shall be levied upon discovery of the violation.
