Call Meeting to Order
Mr. Williams called the meeting to order at 7:19 p.m.
Statement of Compliance
Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 4D of Chapter 231, P.L. 1975 has been transmitted from the Vernon Municipal Center to the New Jersey Herald on January 15, 2009, and published on January 20, 2009. Notice is posted on the bulletin board and filed with the office of the Township Clerk.

Approval of Meeting Minutes
Mr. Boltz made a motion to accept the minutes, as modified, for the Environmental Commission (the “EC”) meeting of August 5, 2009. All were in favor.
Applications for Review
LUB #10-06-17: Sally Rinker—Final Major Subdivision, Final Major Site Plan
The commission members reviewed the plans. However, since the applicant had received an approval from the Land Use Board on August 26, 2009, their only comment was that there is no access to the detention pond which would be required for maintenance. Mr. Williams will write a letter to the Land Use Board to advise them.
LUB #5-09-8: Agnes B. Regan Trust—Minor Subdivision
The commission members reviewed the plans. They had no comment regarding this application.
Land Use Board Liaison Report
Mr. Gornstein was not present tonight.
ANJEC Smart Growth Grant
Mr. Williams advised that the EC received a grant in the amount of $6,000.00 which will be used to update the Open Space and Recreation Plan. A kick-off meeting is required to be scheduled with notification and an invitation to ANJEC, TLC and the public. The second meeting in September, September 15, 2009, at 7:30 p.m. was agreed upon for the kick-off meeting. This date was previously noticed as a provisional meeting date. Mr. Williams discussed the ROSI list (Recreation Open Space) which is a list of land dedicated for recreational purposes that the town owns.
Mr. Downey discussed the 10 acre parcel of vacant land with vernal ponds in Storm Estates that will be going to tax sale in November. He explained that with this parcel the bike path would connect the schools to Maple Grange Park. Mr. Williams will write a letter to the Town Council and suggest that the town acquire this parcel for this purpose.
The next meeting of the Environmental Commission will be held on September 15, 2009, at 7:30 p.m.
Mr. Downey made a motion and Ms. Petryk seconded the motion to adjourn the meeting at 8:27 p.m.
