Chairperson Beverly Budz called the meeting to order at 7 p.m.
Statement of Compliance
Pursuant to the Open Public Meetings Act, adequate notice of this regular meeting has been provided to the public and the press on January 3, 2014 by delivering to the press such notice and posting same at the municipal building and filed with the office of the Township Clerk.

Mayor Victor Marotta was present to administer the oath of office to reappointed environmental commission members Michael Cheski, Diane Wexler, and Beverly Budz.

Land Use Board Liaison Report
Since there have not been any land use board meetings, there was no report.
Applications under Review
There were no applications under review.
Chairwoman Beverly Budz read correspondence from ANJEC about renewal of membership for the commissioners. The cost is $290 for dues. Beverly Budz moved to join again. Michael Cheski seconded the motion. All were in favor of renewing their memberships to ANJEC. The secretary will file the application for renewal.
Beverly Budz announced that the environmental commission budget for 2014 is $1,500 and said if more funding is necessary throughout the year, the commission can request it of the mayor for approval.
1. Three-Minute Idle Law
The commission had forwarded to the mayor and council its awareness program for the Three-Minute Idle Law. Beverly Budz will discuss the commission’s resolution with the mayor for placement on the township council agenda.
2. Ban on Heavy Industry and Fracking
The commission will continue to finalize a resolution banning fracking. The resolution will recommend that the township council ban heavy industry and fracking from all zones in the township. The commission will finalize and forward the resolution to the township council.
Beverly Budz announced that the NJ Department of Environmental Protection (DEP) would be awarding the environmental commission and the township another reforestation grant, this time in the amount of about $354,000. The paperwork must be completed for the grant. Part of the proceeds from the grant will be to reintroduce the now-extinct Chestnut tree back into the community.

Beverly Budz motioned to appoint Diane Wexler vice-chairperson of the environmental commission for 2014.
Michael Cheski seconded the motion; all were in favor.
1. Resolution 14-01: Designating Meeting Dates of the Vernon Township Environmental Commission for the 2014 Calendar Year
The commissioners discussed coordinating their monthly meetings with the land use board. Environmental commission meetings will be held at 7 p.m. on the Tuesdays before the first land use board meetings of the month, with site inspections held the first Saturday of every month at 9 a.m.
Beverly Budz moved to adopt the meeting schedule for 2014.
Diane Wexler seconded the motion.

BE IT RESOLVED, in accordance with the Open Public Meetings Act, N.J.S.A. 10:4-1 et. seq., the Regular Meetings of the Vernon Township Environmental Commission of the Township of Vernon shall convene on the Second Tuesday of each month at 7 p.m. at the Vernon Municipal Center, 21 Church Street, Vernon, New Jersey for the following meeting dates.

BE IT FURTHER RESOLVED that all notices required by the Open Public Meetings Act shall be published in The New Jersey Herald/Sunday Herald and shall be posted on the bulletin board in the Municipal Building.
2. Resolution 14-02: Designation of Official Newspapers for 2014
Motion to approve made by Diane Wexler
Seconded by Beverly Budz
All were in favor.
WHEREAS, N.J.S.A. 40:53-1 et al. of the Open Public Meetings Act requires that the Environmental Commission of every municipality designate an official newspaper or newspapers for the publication of all advertisements and notices required by law to be published by the municipality; and
WHEREAS, the second newspaper designated by this body must be one which has the greatest likelihood of informing the public within the jurisdictional boundaries of this body of such meetings; and
WHEREAS, The New Jersey Herald and Sunday Herald are hereby designated to receive all notices of meetings as required under the Open Public Meetings Act; and
WHEREAS, It is the opinion of this public body that The New Jersey Herald and Sunday Herald have the greatest likelihood of informing the public within the jurisdictional area of this public body of such meetings.
NOW, THEREFORE, BE IT RESOLVED by the Vernon Township Environmental Commission of Vernon, County of Sussex, State of New Jersey that The New Jersey Herald and Sunday Herald and hereby designated as the official newspapers for the 2014 Calendar Year and will receive all notices of meetings of the Vernon Township Environmental Commission as required by the Open Public Meetings Act.
This resolution shall take effect immediately.

2013 Environmental Commission Report
The commissioners went through all the minutes from the year 2013 and gathered information on their accomplishments and work for the year for the purpose of finalizing a year-end report for the township council. Chairwoman Beverly Budz will begin to compile the report.
Michael Cheski reminded the commissioners that former chairman Craig Williams has still not returned environmental commission property and had ben asked on several occasions. The secretary will contact Mr. Williams and ask him to return everything. These items include but are not limited to bike path and other maps, documents, and the environmental commission’s banner.
Motion to Adjourn
Diane Wexler moved to adjourn the meeting at 8:18 p.m. Michael Cheski seconded. All were in favor.
The next meeting of the environmental commission will be on February 11, 2014.
