Reorganization Meeting Minutes
Call Meeting to Order
Craig Williams, Environmental Commission (EC) Chairman called the meeting to order at 7:41 p.m.
Statement of Compliance
Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 has been facsimiled and mailed from the Vernon Municipal Center to the New Jersey Herald on January 6, 2012. Notice is also posted on the bulletin board and filed with the office of the Township Clerk.

Land Use Board Liaison Report
Applications Under Review
No EC comments.
Tennessee Gas Pipeline
Michael Furrey from Agra Environmental was scheduled to report on findings from testing done of oily substance found at the TGP construction site. Mr. Furrey was unable to attend tonight’s EC meeting and will be placed on next month’s agenda.
Mr. Williams was given a verbal report by Mr. Furrey which showed a combination of natural and unnatural findings.
Ms. Budz reported that a TGP truck had an accidental fire, some months ago, and questioned if this could be a source of the oily substance found in the wetlands.
Beverly Budz was nominated as Environmental Commission Vice Chairperson by Diane Wexler, seconded by Helena Holmes with all members voting in favor.
2012 Meeting Dates
EC members directed the recording secretary to check available dates for 2012 meetings. The second Tuesday of every month at 7:30 p.m. was considered to be first choice. Site visits on the first Saturday of every month along with the Land Use Board was also suggested.
The New Jersey Herald was designated as the official newspaper for meeting notices and it was suggested that the Aim or Advertiser News be used, in addition, if permissible.
There was discussion regarding the closing of Vernon Crossing Road for construction.
Ms. Budz questioned why there were mounds of asphalt on Canistear Rd.
Ms. Budz advised that there would be a Highlands Coalition meeting in Chester on Thursday, January 19, 2012 regarding TGP. It was decided that Ms. Budz would represent the Vernon Township EC at this meeting, where she would distribute CDs of the PowerPoint presented at last month’s EC meeting with the TGP.
Mr. Cheski questioned the status of the bike path. Mr. Williams advised that the township had requested a cost benefit analysis. Mr. Williams will be presenting the research he completed for the cost benefit analysis, at the next township council meeting.
Ms. Baldwin-Carter left the meeting at 8:40 p.m. for a family matter.
Mr. Cheski proposed a hiking trail across from Lounsberry Hollow School, as a tourist attraction. Ms. Budz questioned the laws for maintenance of such hiking paths.

Approval of Minutes
Motion to approve Regular Meeting Minutes from December 5, 2011 was made by Diane Wexler, seconded by Beverly Budz with all members voting in favor.
ANJEC Grant Application
Mr. Williams will submit application to the township for payment, with all EC members voting in favor.
Land Use Planning Grant Program from ANJEC
There was a motion made by Mr. Williams to adjourn at 9:30 p.m., seconded by Ms. Wexler, with all members voting in favor.
