Call Meeting to Order
Mr. Williams called the meeting to order at 7:22 p.m.
Statement of Compliance
Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 4D of Chapter 231, P.L. 1975 has been transmitted from the Vernon Municipal Center to the New Jersey Herald on January 15, 2009 and published on January 20, 2009. Notice is posted on the bulletin board and filed with the office of the Township Clerk.

Approval of Meeting Minutes
Ms. Petryk made a motion to accept the minutes for the EC meeting of January 20, 2009. Dennis Downey seconded the motion. All were in favor.
Planning Board Liaison Report
Mr. Gornstein was not present, therefore no report was presented at this meeting.
Applications for Review
Open Space—Town Council (“TC”) Presentation
Mr. Williams advised that three of the EC members were present, he, Mr. Boltz, and Mr. Downey. Mr. Williams reviewed the presentation given to the TC which included maps showing proposed additions to the bike path which will comprise approximately 20 miles from beginning to end connecting Crystal Springs, Legends, Mountain Creek and the Vernon schools.
The Land Conservancy of NJ Proposal
This was passed around to the members and briefly discussed.
The EC received a letter from John Robinson, who prepared the existing ERI, offering his services to update the Vernon NRI/ERI. Mr. Williams advised that the Planning Board accepted the current NRI/ERI for “advice only.” The Highlands Coalition advised that as part of updating the Master Plan, the ERI would also need to be updated and accepted by the Planning Board by December 9, 2009. The Highlands Coalition would also like to help Vernon with this update. We need to explore with the Town Council what the best route would be to update the ERI and the costs involved.
Mr. Furrey suggested that Vernon should work on getting designation from the DEP of “sole source aquifer” for Vernon’s main aquifer as the protections associated with this are significant.
Ms. Petryk made a motion and Mr. Furrey seconded the motion to adjourn the meeting at 9:08 p.m.
