Minutes: February 14, 2012

Call Meeting to Order

Craig Williams, Environmental Commission (EC) Chairman called the meeting to order at 7:30 p.m.

Statement of Compliance

Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 has been facsimiled and mailed from the Vernon Municipal Center to the New Jersey Herald on January 6, 2012. Notice is also posted on the bulletin board and filed with the office of the Township Clerk.

It was noted that the recording equipment was not in working order and therefore only handwritten notes were taken during this meeting.

Motion to approve meeting minutes from January 12, 2012.

Bulk variance for front yard addition—plans reviewed, more information needed.

Old Business

Tennessee Gas Pipeline (TGP)—Follow Up

It was noted that the report received from TGP was revised, several times, before submission to the EC, and therefore considered unreliable.

Motion to authorize Craig Williams to send a letter requesting the pre-revised report.

Ms. Budz reported that the DEP commented on the oily substance as being organic in nature, even though the DEP made this determination on sight and without samples.

Mr. Williams suggested having the Sussex County Health Department test samples of the oily substance found at the TGP construction site.

Mr. Williams requested that a copy of the TGP report be included in the Minutes from this meeting.

EC Discussion

Mr. Cheski questioned the completion of the scenic byway application. It was explained that Jessi Paladini from the Historic Preservation Commission was completing the final phases of the application.

Mr. Cheski questioned the status of the bike path. Mr. Williams stated that the bike path and the cost benefit analysis requested by the township council would be on the agenda for next month’s EC meeting.

Mr. Cheski stated that he met with Mayor Marotta regarding matching funds from ANJEC for establishing a hiking trail. Mr. Cheski reported that there is no liability, as was previously questioned, however there are no funds for grant writing.

Mr. Cheski reported that the mayor suggested the EC consider Camp Sussex for open space. EC members planned a site visit to the camp for Sunday, February 19, 2012.

Ms. Ruskin handed out information regarding fracking for EC review. Included was a copy of a resolution from the Borough of Highland Park. Mr. Williams suggested use of this resolution as a guide for Vernon. Ms. Budz suggested locating other towns in New Jersey that have signed resolutions against fracking.


Letter of Interpretation (LOI) for Block 183 Lot 15

Fresh Water Wetlands permit for septic repair.


There was a motion to adjourn the meeting at 9:45 p.m. made by Diane Wexler, seconded by Mike Cheski with all members voting in favor.
