Minutes: August 8, 2006
Meeting was called to order by Craig Williams at 7:45 p.m.
Statement of Compliance
The following statement of compliance was read by Craig Williams.
Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 has been communicated from the Vernon Municipal Center to the New Jersey Herald and published on January 20, 2006. Notice is also posted on the bulletin board and filed with the office of the Township Clerk.

The roll call of members was called and Barrie Beaver, Dennis Downey, Michael Furrey, David Gornstein (arrived 7:47 p.m.), Brenda Susman and Craig Williams answered the call.
Approval of Meeting Minutes
Michael Furrey made a motion to approve the July 25, 2006 minutes as amended; Brenda Susman seconded the motion.
Open Meeting to the Public
No members of the public were present.
Letter from State of New Jersey to Robert Handler, Woodmont Homes
Craig Williams read to the EC a letter regarding the agency’s determination to revoke the Highland’s exemption issued for the project. As of the date of the letter (received by the EC on July 31, 2006), the project is not exempt and therefore no further development shall occur on the project site other than that of restoration and stabilization required under the direction of the department’s Bureau of Land Use Enforcement. The project may be redesigned to qualify for a new exemption for the construction of a major Highland’s development. In order to qualify for a new exemption the original local approval must remain valid and the need for an environmental land use or water permit must be eliminated. Otherwise the applicant is obliged to seek a permit and/or waiver under the Highland’s Act.
Applications Under Review
ZB #5-06-9: Tall Timbers—Use Variance and Wetlands Information
The EC reviewed the application and agreed the plan delineated the wetlands and included a 50' buffer. The proposed project is outside of the wetlands area, therefore, the application does not create significant environmental impact.
PB #9-06-11: Sally Rinker—Preliminary & Final Site Plan
The EC reviewed the application and made the following comments:
- High percentage of lot coverage.
- Inadequate storm water management plan.
- The plan lacked information regarding water table or soil type.
The EC recommended the use of pervious pavement.
PB #8-06-10: Mountain Creek—Preliminary Major Site Plan & Subdivision
The EC reviewed the application. The EC discussed water supply. Barrie Beaver questioned the daily use of water verses the daily recharge from SCUMA. Craig Williams suggested the EC question whether the water capacity exists.
PB #9-06-12: GDS Enterprises, Vernon Center LLC—Concept Site Plan
The EC reviewed the plan and made the following comments:
- High percentage of lot coverage.
- Plan lacked storm water management plan—no detention basins noted on the plans.
- Parking lots should be pervious pavement.
- Plan should include shade trees.
Planning Board Liaison Report
David Gornstein reported the planning board meeting was cancelled.
Crystal Springs Site Inspection
The site inspection was on August 5, 2006. The main issue was standing water indicating probable high water table. The environmental impact statement and LOI have not been received to date. The ESAs should be refined to indicate type of ESA.
There being no further items of business for the regular meeting, a motion was made by Brenda Susman to adjourn the meeting; Barrie Beaver seconded the motion. The regular meeting of the Vernon Township Environmental Commission was adjourned at 9:48 p.m.
