Minutes: August 21, 2012

Call Meeting to Order

Craig Williams, Environmental Commission (EC) Chairman called the meeting to order at 7:10 p.m.

Statement of Compliance

Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 has been facsimiled and mailed from the Vernon Municipal Center to the New Jersey Herald on June 21, 2012. Notice was also posted on the bulletin board and filed with the office of the Township Clerk.

Public Comments

Mr. Williams opened the meeting to the public.

Jessica Caldwell, Township Planner, distributed an Environmental Resource Inventory and explained that the Highlands Act was being implemented in Vernon Township. Inventory maps were reviewed by the EC members. Ms. Caldwell advised that a resolution adopting the Resource Inventory was required under the Highlands Act. It was decided that the resolution would be placed on next month’s agenda.

The meeting was closed to the public.

Land Use Board Liaison Report

There was no report at this time.

Applications for Review

There were no applications at this time.

Old Business

Tennessee Gas Pipeline (TGP)

Mr. Cheski showed a video of sludge found at the pipeline site. EC members were deeply disturbed by the findings shown in the video and discussed preparation for an emergency site visit. The EC secretary would find out if the rules and regulations of the Open Public Meetings Act provided for such an emergency site visit and would inform members by email.

Ms. Baldwin-Carter questioned the status of the letter that had been sent to TGP requesting soil and water testing. It was noted that there had been no reply.

Camp Sussex

It was noted that there had been a special township council meeting regarding the potential plans for Camp Sussex. Mr. Williams suggested creating senior housing and assisted living on the Camp Sussex site and keeping the existing craft and gym buildings for activities.

Bike Path

Meeting with the mayor for the purpose of funding to move ahead with the bike path project was discussed.

New Business

Permeable Blacktop

Researching additional information on the use of permeable blacktop and presenting this information to the Land Use Board for future use in township construction projects was discussed.

Wellhead Protection

Mr. Williams showed a video of the underground lake and proposed that these areas be protected by monitoring development and usage of contaminants.
