Minutes: August 14, 2007
Meeting was called to order by Craig Williams at 8:00 p.m.
Statement of Compliance
The following statement of compliance was read by Craig Williams.
Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 has been communicated from the Vernon Municipal Center to the New Jersey Herald and published on January 18, 2007. Notice is also posted on the bulletin board and filed with the office of the Township Clerk.

The roll call of members was called and Dennis Downey, Mike Furrey, Craig Williams, David Gornstein, Brenda Susman and Gary Grey were present.
Open Meeting to the Public
No members of the public were present.
Approval of Meeting Minutes
David Gornstein made a motion to approve the July 24, 2007 minutes; Dennis Downey seconded the motion.
Applications Under Review
PB #8-07-10: Susan Kubie—Additional Drawings for the Preliminary Major Subdivision
The EC is concerned with ESAs on the property especially steep slopes exceeding 24% in the wooded ridge area of the northern half of the property. Lot 17 appears to be unbuildable because of steep slopes.
PB #3-07-4: Gurumayi Corporation—Revised Minor Site Plan Maps
The EC agreed the application does not create significant environmental impact.
Planning Board Liaison Report
The tree ordinance was favorably received by the town council at their meeting on August 13. Copies of the ordinance were requested by Mr. Ragno for review and by Pat Lycosky for the VT website. It will appear on future agendas.
Drew Property/Open Space
Vernon Township has approached Susan Kubie to purchase some of the Drew property. The southern section would provide flat areas for ball fields. The northern section would provide excellent open space for wildlife habitat, hiking trails or a bike path. There are many ESAs on the northern wooded ridge especially steep slopes.
C-1 Stream Classification
The EC has been asked by the town council to comment on its letter to the NJDEP regarding proposed amendments to surface water quality standard. The EC would like to see specific scientific reasons for C-1 classification such as threatened and endangered species habitat. The Black Creek Restoration Project has floundered. It would have revealed which sections are impaired and which sections are pristine and worthy of C-1 category. It is of note that the Black Creek sits on top of a large “exceptional” aquifer—a huge reservoir of the town’s drinking water. Gary, Mike and Craig will make suggestions/comments to the TC.
There being no further items of business for the regular meeting, a motion was made by Dennis Downey to adjourn the meeting; Mike Furrey seconded the motion. The regular meeting of the Vernon Township Environmental Commission was adjourned at 9:45 p.m.
