Minutes: April 11, 2006

Meeting was called to order by Craig Williams at 7:55 p.m.

Statement of Compliance

The following statement of compliance was read by Craig Williams.

Pursuant to the Open Public Meetings Act, Chapter 231, P.L. 1975 adequate notice as defined in Section 3D of Chapter 231, P.L. 1975 has been communicated from the Vernon Municipal Center to the New Jersey Herald and published on January 20, 2006. Notice is also posted on the bulletin board and filed with the office of the Township Clerk.

Roll Call

The roll call of members was called and Dennis Downey, Gary Grey, Michael Furrey, David Gornstein (arrived 8:35 p.m.) and Craig Williams answered the call.

Open Meeting to the Public

Rich Casper, residing at 40 Curtis Drive, Vernon, addressed the EC regarding the revisions and modifications taking place at the Whispering Woods development, specifically the new storm water requirements.

Mr. Casper provided the EC with a copy of the February 2, 2004 NJDEP storm water management rules found on the NJDEP website. Mr. Casper and Craig Williams reviewed the rules and concluded that the revisions and modifications may nullify the development’s exemption from the 2004 storm water management rules.

Mr. Casper advised that a notice of violation has been issued by the NJDEP for filling in the wetlands transition area.

Mr. Casper addressed the EC about the Hidden Valley redevelopment issue. Mr. Casper questioned how involved the EC would be regarding redeveloping Highlands preserve. Craig Williams responded that he would not support any substantive redevelopment in the Highlands area unless its overall impact was zero over what already exists.

Mr. Casper questioned the EC if they knew about the notification of neighboring property owners.

Gary Grey suggested Mr. Casper contact Fred Suljic and identify himself and the Hidden Valley Property Owners Association as interested parties requesting notification of hearings and meeting dates.

Mr. Casper reported the entire Hidden Valley Lake is green. Michael Furrey advised that it is caused by early algae bloom. The EC discussed possible causes for the early algae bloom.

Michael Furrey made a motion to approve the March 28, 2006 minutes; Dennis Downey seconded the motion.

Applications Under Review

There were no applications to review.

Planning Board Liaison Report

David Gornstein reported the NRI presentation will not be made on April 12, 2006, however, it will be made on April 26, 2006 and the vote will be held at the following meeting.

Old Business

ZB #9-05-15: Glenwood Management LP

The EC reviewed a draft letter written by Craig Williams to the zoning board regarding the dumping near the Black Creek, at the rear of the site. Also addressed in the letter is the proposed construction footprint encroaching on environmentally sensitive area.

New Business

Memos between John Logan and Gary Grey re: the Sammis Farm Application

David Gornstein advised the EC that he feels John Logan is out of line and he will address Mr. Logan in a note which will be copied to the mayor and the planning board. David Gornstein stated that when you make a vote no one has the right to question how you came to that decision.


There being no further items of business for the regular meeting, a motion was made by Dennis Downey to adjourn the meeting; David Gornstein seconded the motion. The regular meeting of the Vernon Township Environmental Commission was adjourned at 8:55 p.m.
